“India has been a responsible democracy and this agreement allows it to beco
me further integrated into the global effort to control proliferation of dangerous technologies. The agreement will also allow the U.S. and India to cooperate in taking maximum advantage of new technologies that can provide energy without relying on greenhouse gas-emitting fossil fuels.”
–Sen. John McCain (R-AZ), in a statement on Thursday on the Senate’s passage of the U.S.-India Civil-Nuclear Agreement.

“There’s a short list of the forces shaping the 21st Century. No one country can control these forces, but more than any other country, we have an ability to affect them – if we use the totality of our strength. That means maintaining the finest fighting force in the world – not pushing it to the breaking point… rebuilding our alliances, partnerships and international institutions – not disparaging them… strengthening our diplomacy — not disdaining it… and using our economic might, not putting it in jeopardy.”
–Democratic vice presidential nominee Sen. Joe Biden (D-DE), in a speech on national security Wednesday in Cincinnati.

“I am glad that the President is moving in the direction of the policy that I have advocate
d for years. But the most substantial increase will come when an additional Army brigade is deployed five months from now – in February, after the President has left office. His plan comes up short – it is not enough troops, and not enough resources, with not enough urgency.”
–Sen. Barack Obama (D-IL), in remarks today in response to President Bush’s plan to redeploy troops from Iraq and to send additional troops to Afghanistan (ABC).
“Today’s announcement of additional withdrawals of American forces in Iraq
demonstrates what success in our efforts there can look like. American troops are returning home in success and with honor because of the improvements in security that followed implementation of the surge strategy. Today’s announcement makes clear that the planned withdrawal of up to 8,000 troops is based, as it should be, on conditions on the ground and the advice of our military commanders in the field.”
–Sen. John McCain (R-AZ), in a statement on President Bush’s announcement.

“Today’s handover of responsibility from the U.S. to Iraq in Anbar province is a solemn and proud moment for the Iraqi
people and for the people of the United States…We must not forget that there is still work to be done in Anbar, and throughout Iraq. Political reconciliation needs to be furthered. Economic opportunity needs to be expanded. Reconstruction needs to advance, funded primarily by the government of Iraq. Provincial elections need to be held. And there are seven more Iraqi provinces yet to be returned to provincial Iraqi control.”
–Sen. John McCain (R-AZ) in a statement Monday on the Iraqi government’s takeover of control (AP) of Anbar province.

“I condemn Russia’s decision to recognize Abkhazia and South Ossetia as independent states and call upon all countries of the world not to accord any legitimacy to this action.
The United States should call for a meeting of the United Nations Security Council to condemn Russia’s decision in coordination with our European allies. The U.S. should lead within the UN and other international forums to cast a clear and unrelenting light on the decision, and to further isolate Russia internationally because of its actions. The OSCE must also send a serious monitoring group to Georgia.”
–Sen. Barack Obama (D-IL), in a statement Tuesday on Russia’s decision to recognize Abkhazia and South Ossetia as independent states .

“I have condemned Russian aggression, and today I reiterate my demand that Russia abide by the cease-fire. Russia mus
t know that its actions will have consequences. They will imperil the Civil Nuclear Agreement, and Russia’s standing in the international community – including the NATO-Russia Council, and Russia’s desire to participate in organizations like the WTO and the OECD.”
–Sen. Barack Obama (D-IL), in a speech Tuesday at the convention of the Veterans of Foreign Wars.

Both presidential candidates welcomed the news that Pakistani President Pervez Musharraf resigned on Monday. Here are key quotes from the candidates’ statements on the topic:
Obama: “A year ago, I advocated that the U.S. move from a ‘Musharraf policy’ to a ‘Pakistan policy.’ I hope all of Pakistan’s friends will now seize the opportunity created by Musharraf’s exit to focus on the urgent issues of today: confronting the threat of extremist violence, dealing with food and energy shortages, and helping the Pakistani people build a stable, secure, democratic future.”
McCain: “The situation in Pakistan’s frontier regions requires immediate and continued attention, and I hope that the elections for President Musharraf’s successor will serve to reconcile the Pakistani people behind a leader who can solidify their government internally. It is critical that the United States continue to work in partnership with the Pakistani people and their democratically elected government to tackle the many challenges we both face.”

“Our united purpose should be to persuade the Russian government to cease its attacks, withdraw its troops, and enter into negotiations with Georgia. We must remind Russia’s leaders that the benefits they enjoy from being part of the civilized world require their respect for the values, stability and peace of that world.”
–Sen. John McCain (R-AZ), in a statement on Monday on the conflict between Russia and Georgia.

“I commend the military officers who presided over this trial and served on the hearing panel under difficult and unprecedented circumstances. They and all our Armed Forces continue to serve this country with valor in th
e fight against terrorism. That the Hamdan trial – the first military commission trial with a guilty verdict since 9/11 – took several years of legal challenges to secure a conviction for material support for terrorism underscores the dangerous flaws in the Administration’s legal framework. It’s time to better protect the American people and our values by bringing swift and sure justice to terrorists through our courts and our Uniform Code of Military Justice. And while it is important to convict anyone who provides material support for terrorism, it is long past time to capture or kill Osama bin Laden and the terrorists who murdered nearly 3000 Americans.”
–Sen. Barack Obama (D-IL), in a statement on Wednesday in response to the verdict in the case of Salim Ahmed Hamdan.

“I welcome today’s guilty verdict in the first trial held under the Military Commissions Act (MCA). This proces
s of bringing terrorists to justice has been too long delayed, but I’m encouraged that it is finally moving forward. I supported that legislation, which was a good-faith effort by Congress to meet the Supreme Court’s direction to establish a process to bring terrorist detainees to trial. Salim Ahmed Hamdan, a trusted confidante of Osama Bin Laden, was provided a full hearing of the charges against him and was represented by counsel who vigorously defended him. The jury found that the prosecution lawyers had proven, beyond a reasonable doubt, that Hamdan had aided terrorists by supplying weapons to Al Qaeda and Taliban forces in Afghanistan.”
–Sen. John McCain (R-AZ), in a statement Wednesday on the verdict (AFP) in the case of Salim Ahmed Hamdan.
